The Counterdrug Technology Assessment Center CTAC ; at the Office of National Drug Control Policy sponsored a two-day Symposium entitled "Developing Global Strategies for Identifying, Prosecuting, and Treating Drug-Impaired Drivers" in Tampa, FL February 23-24, 2004. The meeting was co-sponsored by The International Association of Forensic Toxicologists TIAFT ; , the International Council on Alcohol, Drugs, and Traffic Safety ICADTS ; , and the National Institute on Drug Abuse NIDA ; . Nearly 125 international experts in drugged-driving from 14 nations gathered to discuss how available technology for drug-detection can be used with DUI laws to support strategies to reduce drugged-driving, and to develop a better understanding of the current problems with identifying, prosecuting, and treating drugged-drivers. Leading experts from various areas unique to drugged-driving made featured presentations during the first morning of the meeting. These presentations provided a backdrop for the issue setting and discussions of expert working-group panels during the remainder of the meeting. Summaries of the featured presentations are included in this document in Section III. The symposium was organized as a working conference, and the agenda designed to produce this proceedings document to present the scope of the problem of drugged-driving, establish what we know and don't know, and document ongoing international efforts. A primary goal of the conference was to develop recommendations for future research, and propose specific strategic policy initiatives that the U.S. federal government as well as other governments of the world could consider to manage the problem of drugged-driving. Expert groups formed panels to focus on three issue areas: Panel I ; Identification of DruggedDrivers; Panel II ; Enforcement and Prosecution Issues; and Panel III ; Treatment, Education and Prevention Issues. Each panel had four meeting sessions over two days chaired by two rapporteurs who facilitated the discussion. Each panel allowed audience participation and was charged with developing as many position papers as possible in the allotted time for inclusion in the proceedings document. Panel recommendations were presented in a final plenary session, and comments were included in the final position statements which are included in this document in Sections IV, V, and VI. By March 23, it was clear that SARS had been transmitted to health workers at Scarborough Grace Hospital. At 6 p.m., on March 23, 2003, an outbreak investigation team meeting was held, at which "the conclusion amongst the field epidemiologists and the clinical experts is that some, but not all, of the ill hospital personnel had symptoms that could be consistent with the early onset of SARS."161 That evening, March 23, 2003, Dr. Henry advised the Scarborough Grace VicePresident, Glenna Raymond, that the hospital may be facing widespread transmission of SARS amongst hospital staff. She recommended that the hospital consider closing. As more and more staff became ill, running the hospital became a challenge. Dr. David Rose recalled the crisis that led to the closing of the emergency department and the ICU: Over the next couple of days it became more and more difficult to run both the emergency department and the ICU, where there were other staff members ill. I don't think it was on the 23rd, but maybe the 25th or even the 26th, when we made it clear to the officials in the Ministry that we were having trouble staffing our ICU because of shortages of qualified people, it was then that we were told, you can't run your ICU you can't run your emergency department, you have got to close. That was really a terrible moment, because we knew bad things were happening but it was really, you are really in a crisis when you close the emergency department, especially for this kind of reason. March 23 was an important day. So many things happened; so many pieces of evidence came together and made it apparent that SARS was racing out of control and that strong action was needed. It was now clear that SARS had spread throughout the Grace. Staff, visitors and patients were becoming ill. Later in the evening of Sunday March 23, 2003, in an effort to limit the number of patients and visitors at Scarborough Grace in order to prevent further spread of the illness, the Scarborough Grace Hospital, in consultation with the Ministry of Health and Long-Term Care, closed its emergency department to new admissions, and closed its ICU department with the exception of inpatient cardiac arrest cases.

They are no longer common as drugs of abuse because of their limited availability and miacalcin.

Hallucinogens LSD was an integral part of the drug revolution in the 1960's and 1970's. Through the efforts of Timothy Leary and others, it came to symbolize the "Turn on and Drop out" lifestyle of the hippies. As the popularity of LSD spread, so did interest in other hallucinogens such as mescalinf and psilocybin. Drugs that had been used for centuries as part of tribal religious rituals became mainstream drugs in the U.S. Interest in the hallucinogens appeared to peak in the early 1970's as did problems like "bad trips" and flashbacks. So far there is no indication that any of these drugs are addictive. LSD is still the most popular hallucinogen; however, psilocybin mushrooms are not uncommon on college campuses. Over 4% of college students use LSD on a yearly basis. PCP, an anesthetic with hallucinogenic properties, became a popular drug in the 1970's and 1980's because it was cheap and available. It was frequently sold as LSD or sprayed on marijuana and is considered by many to be an undesirable drug because of its unpleasant side-effects. Amnesia so that the victim does not recall the events subsequent to its ingestion. There are many other side effects of this and the other so-called date rape drugs, but they're not particularly relevant to today's discussion. We have found women on the streets, on beaches, in motels, and even in perpetrators' residences after a night of unwanted sexual contact, most of which they have no recollection of, and it makes it very difficult, therefore, to prosecute the cases. Ecstasy, on the street, is referred to as the love drug or the hug drug, and it's a synthetic, mind-altering stimulant, much like amphetamine, which also produces a hallucinogenic effect of mescaline. There is no legal production of Ecstasy anywhere in the world, and consequently, it's made primarily in Belgium, Luxembourg, and Holland, in makeshift, illegal laboratories by "chemists." There are no standards for its production so that anytime you use it, you could be getting a totally different dosage. And while Ecstasy produces the feeling of wanting to be touched or wanting to make love with anybody, friends, acquaintances, or strangers, its side effects, especially when used in and monopril.

Adrenalin Adrenochrome i.e. schizophrenia arose in an individual when too much adrenochrome was formed, that adrenochrome then interfered with brain function as would LSD, and that created the essential stage for the formation of schizophrenia. To test this hypothesis we needed data in a minimum of three areas: 1 ; was adrenochrome made in the body, where, how much, by which enzymes? 2 ; was 50 and neurontin.
